A Mandatory Spay/Neuter (MSN) bill has been introduced in the Florida Legislature. HB 451, sponsored by State Representative Scott Randolph, would require every dog and cat over 4 months of age to be sterilized, unless they meet highly restrictive criteria for exemption.


Mandatory spay/neuter has failed everywhere it has been tried. Even so, animal rights activists continue to propose it as a one-size-fits-all solution to pet population issues. NAIA staunchly opposes mandatory spay/neuter because it does not work, harms animals, harms pet owners, and harms the community.

Better solutions exist for addressing excessive shelter populations: supporting responsible ownership, encouraging adoptions, and limiting pet imports. Each year hundreds of dogs and cats are imported by rescue groups specifically for adoption. This foreign influx poses a health concern for both humans and pets and competes with Florida shelter dogs and cats for new homes.


The time to mobilize is NOW. Experience in defeating similar bills in other areas shown that early and continuous opposition by the grassroots constituency and recognized authorities is the most effective way to defeat this bill. If you live in Florida, you can start by writing your State Representative outlining your concerns about this bill, using the talking points provided. Begin building a relationship with your State Representative. Encourage your friends, neighbors, and family members to do the same.
