What is the RSPCA Doing with All the Money it Receives?
Certainly RSPCA does not have to pay taxes because it is a charity.
I am guessing the RSPCA does very little unless it get the RSPCA media coverage. For example the Tail Docking debate saw the RSPCA in NSW spend thousands of dollars on glossy posters for each and every politician showing why tail docking should be banned, yet they don't have enough vehicles and inspectors to tend to REAL cruelty matters (see my own two experiences below and that of John Muir).
You can read of my own experiences with the RSPCA here:

Below is a post which appeared on a list I am on and is reproduced, as it appeared on the list, here with permission from the original author. My thanks to John Muir for allowing me to include it on Verbiage Spillage.

Hi Lynda, the RSPCA are not worth my spit. I NEVER support them and never will. Some time ago, we found 2 abandoned cats, one with kittens, in a paddock across from us. Bone thin, terrified little creatures. Rang RSPCA and was told they could not pick them up, but would take them if we took them in.
Well, after a performance catching them, we loaded them in dog crates and drove there. When we arrived we were told it wouls cost us---not even their owners $25 per cat.!!!!! We paid, but the air was blue cos I lost it completely, and I don't regret one word I said to them, cheers john
